Indian National Congress was not in favor of the unification of Odisha

Indian National Congress in December 1903, Madras Session passed a resolution opposing the merger of Ganjam with Odisha.

Simon Commission came to India in 1928 The Indian National Congress decided to boycott the commission. But the Utkala Union Conference extended co-operation to the commission and submitted its memorandum. In 1928 Motilal Nehru in Calcutta Session of the Congress criticizes the congress leader from Odisha for co-operating with Simon commission. As a protest, Biswanath Das and Pt. Nilakantha Das made a walk out.
